- Among his inventions is the Franklin life-buoy, which was adopted generally in the United States and other navies of the world. He was elected a member of the Society of Naval Architects and Marine Engineers of America. His article "Sheathed and Unsheathed Ships," published in the Proceedings of the Naval Institute, April, 1890, was widely Copied and commented on; and in 1898 the necessity of his plan for sheathing ships was demonstrated in the war with Spain. After which all vessels authorized by congress Were required by law to be sheathed and coppered.
