He was an ardent Democrat. He received an appointment from Governor Hamilton and for 16 years was on the Board of Directors of the Maryland House of Correction.

In the source (, p.939) is quoted a family history: “I have thought it well to give a short sketch of the ancestry of both myself and my wife, Margaret Jane (Wright) Downey, in order that my children, grandchildren, and my descendants, who may come after me, may have a knowledge of their ancestors.”

In 1850, William, “M. Jane,” and 1 year old Jesse W. lived in New Market -- they appear on the census just 2 families after Jane’s parents, Jesse & Margaret Wright.He was a farmer with real estate valued at $8,000. William is also listed as the owner of 3 male slaves, ages 10, 7 and 5. Also in the household are 2 mulatto women (aged 35 and 14) and one male (aged 4).

The 1880 US Census lists him as a. 54, a farmer with a household comprised of wife M. Jane Downey, a. 54, daughter Lillie, a. 12 (the age matches with known daughter Eliza), white servant S. Adolphus Runkles, a. 17, and a black cook, Ann Brien, a. 64. [2, 4, 7, 8]
